Education meeting discussion

Bringing community services closer to our people in Yei, Morobo, and Lainya.

The Kakuwa Community plans to establish county-level coordination offices in Yei, Morobo, and Lainya to strengthen grassroots engagement and improve communication between the headquarters in Juba and our people in the villages.

The Kakuwa Community Constitution provides for a decentralised governance system, linking the headquarters with sub-community structures. Establishing functional county offices will help put this system into practice, ensuring that local concerns inform community decisions and that programmes respond to the needs of the people they serve.

Connecting Leadership and Communities

The proposed offices will serve as accessible points of contact for community members, local leaders, women’s groups, and youth representatives. They will support regular communication with the headquarters while helping sub-community structures coordinate activities on the ground.

Their key functions will include:

  • Grassroots coordination: Supporting village and payam-level engagement, meetings, and community mobilisation.
  • Information sharing: Communicating community decisions, announcements, and opportunities while reporting local priorities and challenges to the headquarters.
  • Programme support: Coordinating activities in education, livelihoods, cultural preservation, peacebuilding, and community welfare.
  • Administrative services: Maintaining records, documenting meetings, and preparing activity reports.
  • Inclusive participation: Creating opportunities for elders, women, youth, and other community members to contribute to planning and decision-making.
  • Local partnerships: Working with relevant authorities and development partners to support shared community priorities.

Stronger Local Participation and Accountability

Having coordination offices closer to our villages will reduce the need for members to travel to Juba for routine community matters. The offices will help leadership follow up on concerns, monitor project progress, and maintain a clearer understanding of conditions across the three counties.

These structures will also strengthen accountability by supporting consistent reporting, community feedback, and continuity in local administration.

Funding and Implementation

A total proposed budget of USD 21,000 will support the establishment of the three coordination offices and the provision of basic furniture, administrative tools, communication facilities, and essential operating materials.

Implementation will prioritise practical, affordable office arrangements and clear responsibilities for coordination, reporting, and the management of community resources.

Support Grassroots Coordination

We call upon community members, diaspora associations, partners, and well-wishers to support this initiative through financial contributions, office space, furniture, equipment, or technical expertise.

Together, we can strengthen the connection between our headquarters and our villages, making community leadership more accessible, responsive, and effective.
